An independent public sector and economic development consultant with an outstanding history of service in South Africa that closely aligns with fundamentals of a developmental state.  With a Masters and Honorary Doctorate in Public Administration from the University of Toledo, Job served with the University of Bophuthatswana for 10 years, before becoming a senior lecturer at the University of the Western Cape. Since 1990, he has played a significant role in the transformation of South Africa.  He is currently teaching and developing leadership programmes at GIBS. 

In January 1994 he moved to the Development Bank of Southern Africa, where he was the Associate Director of the Centre for Policy Analysis and Information.  

In April 1994 he became the first Director-General of the North West Province where he managed a R 7 billion budget and was tasked with rationalising and integrating three government administrations into one North West Province.  

From the end of 1999 until January 2003, Job served as the Director-General of the South African Management Development Institute. 

Since then, until January 2006, he was the Managing Member of Job Mokgoro Consulting (JMC) where he focused on issues of local and provincial government development, intergovernmental relations, and institutional transformation. 

From February 2006 until January 2010, Job served as MD of ECI Africa, an economic development consulting company which operates mainly in SADC countries and beyond.

Since February 2010, Job has returned to JMC as Managing Member. Job has published widely in the areas of public management, public policy, and public-sector transformation.

  • Restructuring and creation of new administration in the North West after the 1994 elections.
  • Designing, leading, championing, and coordinating the transformation of the NWPG.
  • Turnaround of SAMDI.
  • Overseeing strategy management in NWPG over five years.
  • Overseeing strategy management at SAMDI over three years.
  • Facilitating strategy for: Departs of Economic Development in North West and Mpumalanga, respectively; HoDs in Limpopo and Limpopo Office of the Premier.
  • Developing provincial administration case study, focusing on capacity development.
  • Restructuring the Department of Local Government and Housing: Limpopo.
  • Developing a business plan for municipal accreditation for the Rustenburg Local municipality in the North.
